The "upper" Svetlogorsk is the historic center, with its old German-era buildings. It holds Lenin, Hoffmann, Gagarin, and Dynamo streets, and the Svetlogorsk-2 railway station is right next door, along with restaurants, the organ hall, and the water tower.

The "lower" part is the seafront and the promenade along the Baltic. Stairways and a cable car lead down from the center.

It's simple. If you're arriving on the suburban train from Kaliningrad and don't want to haul a suitcase too far, look for a hotel in the upper part. It's better to settle close to the descents — that way you can reach the beach quickly. If staying right by the water matters to you, look for options on the seafront itself and in the first row. The former Rauschen was already running as a balneological resort at the start of the 20th century. The town offers mineral baths, spa programs, swimming pools, and mud treatments. Svetlogorsk has a whole cluster of apartment complexes built for exactly that. They line the western edge of town: along Kaliningradsky Avenue and on Ryabinovaya, Sosnovaya, and Tokareva streets.
