Choose a hotel in Irkutsk by the Angara embankment, in the 130th Quarter, in old merchant estates, near the airport before Baikal, or along the Baikal tract.
The range is wide: hostels and guest houses work out cheapest, then come the two- and three-star hotels, then the four-star places near the 130th Quarter, with the boutique hotels of the historic core at the top. Neighborhood affects the price most: the center and the sloboda are noticeably more expensive than the Leninsky and Sverdlovsky districts. In high season every segment gets more expensive at once, including the hotels near the airport.
If your transfer to Listvyanka or Olkhon leaves before seven in the morning, it is easier to spend the night near the airport, on Shiryamova or Sovetskaya: from there it takes five minutes to get onto the Baikal Highway and you don't have to cross the city. If you leave after nine, the location matters less: a taxi from the center to the start of the highway takes fifteen to twenty minutes, and you will still have time for a morning walk along the Angara embankment.
The city has two high seasons: June to August, the time for boat trips and hiking routes around Baikal, and February to March, the period of Baikal ice on Olkhon. In those months the hotels in the center and near the airport are taken fastest and prices climb. April to May and October are the shoulder seasons: there are few tourists, hotels are more willing to discount, and if you don't need those particular seasonal experiences, planning your trip for these months is the better deal.

For a sightseeing plan — the 130th Quarter, the embankment, the Church of the Savior — the left bank is inconvenient: reaching the center means crossing the Glazkovsky Bridge, and the savings rarely make up for the time spent on the road.
