Taganrog is a compact city, so when choosing where to stay it makes more sense to focus on the atmosphere you want rather than a specific neighborhood. All accommodation options fall into four zones:

• Historic center: Petrovskaya, Grecheskaya, Oktyabrskaya, and Chekhova streets.
• Waterfront area: the Pushkinskaya Embankment and the port district.
• Sea of Azov coast: countryside hotels and holiday resorts.
• Residential areas: short-term rentals on the outskirts.

In the center of Taganrog you can cover everything on foot: from the Alferaki Palace to the Stone Staircase is a 10–15 minute walk. If you're staying within the city limits, look at the Pushkinskaya Embankment or the port area. From there it's a 5–10 minute walk to the water, while the entire center is still within easy reach.
