Zelenogradsk is a compact town of 17,000 people, where the entire resort infrastructure fits inside a 2-by-2-kilometre triangle around the promenade. The town can be loosely split into three zones that differ in price, noise level, and atmosphere.

The south side covers Berlinskaya, Rossiyskaya, Gagarina (past house 40), and Rimskaya streets. It's 1.5–3 kilometres to the sea, but rooms are cheaper and courtyards usually have parking.
