Zavolzhye is worth considering only if your trip involves the aircraft plant, UAZ or Ulyanovsk-Vostochny airport: otherwise daily trips across the bridge will eat up time better spent sightseeing.

The city has two airports. Passenger flights use Ulyanovsk-Tsentralny (Barataevka) in the south-west, roughly ten to twelve kilometres from the historic centre: a taxi takes twenty to thirty minutes, or up to forty at rush hour. Ulyanovsk-Vostochny is in Zavolzhye next to Aviastar and mainly handles cargo flights; if you're arriving on a passenger flight and your hotel is in Novy Gorod, allow time for the trip across the Presidential Bridge.
